Jean Miller is retired from the San Diego County Probation Department, where she worked as a Deputy Probation Officer monitoring juvenile probationary in Juvenile Drug Court. Prior to that she worked as a teacher, having earned a multiple subject teaching credential for Kindergarten through eighth grade from San Diego State University in California. She also worked in the substance abuse treatment field after earning a BA in psychology and sociology from the University of Buffalo in New York. She worked as a prevention specialist, alcoholism counselor and program administrator.
